Who is responsible for the pond in my yard/neighborhood?

Most neighborhood ponds fall under the jurisdiction of the Town. The Town's responsibility is solely functionality of the pond. Aesthetics are not the Town's responsibility. The ponds are the Town's flood control mechanism.
